What exactly is a mutant? In biological terms, an individual of a species that differs genetically from its kin. In human politics, something much more specific and, apparently, sinister. Mutation has been common throughout human history, ranging from serious genetic diseases and phenomena such as Siamese Twins to simple and easily corrected things such as an extra finger or toe. However, the modern term “mutant” refers to a particular class of mutation first observed in the aftermath of the Secession Wars: people with unusual, if often subtle, abilities and physical abnormalities. Stories of mutant supermen are largely a myth, or so it is assumed. Little is known about the phenomenon due to the political hysteria that almost instantly erupted upon its identification. It was a mere two years between the first discovery of mutant abilities and the international decision that these “people” were not human and therefore not subject to human rights laws. Shoot on sight orders were quick to spread; not even animal rights applied as The Eastern-Border Cities quickly fortified themselves against the badlands and what they were thought to contain. New AI-driven technology sprang up for the instant identification and extermination of mutants. Security conglomerates such as Tower Group and Maritime Safety Services were quick to invest. Modern systems boast an accidental termination rate of a mere five percent. Behind the facts, many conspiracy theories lurk. For example, what causes mutation? Any biologist would have told you 50 years ago that what we see today is simply impossible – yet something is causing it. Theories range from alien intervention to sinister corporate plots. The reality almost certainly has to do with the chemical soup left over from expended munitions and industry destroyed during the Secession Wars. Perhaps runaway nanotechnology is also playing a part? But for now, little is known for sure and even less understood.
